The drop rate of Cipher Cell is 1% from an assortment of enemies over many chapters.
Chapter 3-1 is the best place to farm this item. There are 12 Lizardfolk Knights that have a 1% chance to drop Cipher Cell for 1 stamina. In addition, the 16 Lizardfolk Warriors can drop Wisp of Jealousy.
Chapter 13-8 is another decent place to farm this item. For 11 stamina, the quest has 32 Impalebot Redux that have a 1% chance to drop the item.
